Originally, all new claims after this date across the country were to be for UC (except for pensioners). Instead, the current ten trial areas (Rugby, Harrogate, Bath, Shotton, Hammersmith, Inverness, Oldham, Warrington, Wigan and Ashton-udner-Lyne) will start to take claimants that don’t meet the initial trial criteria. Towards the end of 2014, more parts of the North West will start UC.

Newly unemployed, single people in Ashton-under-Lyne started to claim Universal Credit. To claim UC, people have to meet certain criteria (turn2us.org.uk).
People in Oldham, Wigan and Warrington started the new claimant commitment but continued to receive Jobseeker’s Allowance.
